Barbara Pompili, ministre de la Transition écologique, Bruno Le Maire, ministre de l’Économie, des Finances et de la Relance, et Cédric O, secrétaire d’État chargé de la Transition numérique et des Communications électroniques, ont rendu publique le 23 février dernier leur feuille de route interministérielle numérique et environnement, pour faire converger transitions écologique et numérique.

Parmi les mesures de cette feuille de route, l’on retrouve notamment les trois axes annoncés il y a quelques semaines :

Connaître pour agir : Développer la connaissance de l’empreinte environnementale numérique
Soutenir un numérique plus sobre : Réduire l’empreinte environnementale du numérique
Innover : Faire du numérique un levier de la transition écologique et solidaire

» Le numérique fait partie notre quotidien : il a beaucoup à apporter à la transition écologique, mais il a aussi une empreinte environnementale qu’il faut maîtriser, dans un contexte de forte hausse des usages. La feuille de route du Gouvernement vient définir un cadre d’action concret pour répondre à cet enjeu, qui a été notamment exprimé par la Convention Citoyenne pour le climat. »

Parmi les mesures phares de la feuille de route :

mise en place d’un baromètre environnemental des acteurs du numérique, via l’instauration d’un pouvoir de collecte de données pour l’ARCEP, en associant l’Ademe ;
formalisation de codes de bonne conduite avec les acteurs du numérique (fabricants, fournisseurs de contenus, éditeurs de logiciels) en matière d’impact environnemental, qui pourraient être portés à l’échelle européenne pour devenir opposables ;
transmission d’une première lettre de cadrage du Gouvernement demandant à l’ARCEP de travailler aux voies et moyens de prise en compte des enjeux environnementaux dans les critères d’attribution des prochaines bandes de fréquence 26Ghz ;
saisine de l’ARCEP pour une analyse des pratiques commerciales de terminaux subventionnés et de leur impact, suite à la demande de la Convention Citoyenne pour le Climat, afin de permettre au Gouvernement de prendre d’éventuelles mesures ;
vers un Etat exemplaire dans ses achats : ambition d’atteindre l’achat de 20% de téléphones fixes et portables et de matériel informatique reconditionnés ou de seconde main et adoption de l’écoconception par les services publics numériques dans le cadre de la feuille de route Tech.gouv ;
lancement d’une campagne de sensibilisation sur les pratiques numériques moins polluantes, parce que l’impact écologique des usages peut être minimisé par une meilleure information des Français ;
accompagnement des startups greentech à fort potentiel par la Mission French Tech, pour accélérer leur développement ;
lancement d’appels à projet pour soutenir le développement de solutions innovantes mettant la 5G et l’Intelligence artificielle au service de la transition écologique.
