Paris, le 2 décembre 2021 – En présence d’Agnès Pannier-Runacher, Ministre déléguée auprès du ministre de l’Économie, des Finances et de la Relance, chargée de l’Industrie, et de Cédric O, Secrétaire d’Etat chargé de la Transition numérique et des Communications électroniques, la Direction Générale des Entreprises (DGE) et le Comité Stratégique de Filière (CSF) « Infrastructures numériques » ont présenté les résultats de la Stratégie d’accélération 5G et les futurs réseaux de télécommunications. Cet évènement a été également l’occasion de présenter la première partie de l’Observatoire de la filière des infrastructures numériques consacrée à la 5G.

Lancée par le Gouvernement, le Comité Stratégique de Filière (CSF) « Infrastructures numériques » avait répondu à la consultation publique relative à la Stratégie d’accélération dédiée à la 5G et aux futurs réseaux de télécommunications dont les résultats visent à positionner la France à la pointe des nouveaux usages numériques, marché à fort potentiel de croissance. Pilotée par la Direction Générale des Entreprises, dans le cadre du 4ème programme d’investissements d’avenir, cette Stratégie permettra de mobiliser 480 millions d’euros de financements publics pour soutenir des projets prioritaires d’ici 2022, et vise jusqu’à 735 millions de financements publics d’ici 2025. Cette Stratégie d’accélération permettra de créer jusqu’à 20 000 nouveaux emplois à horizon 2025. Elle accompagnera la croissance du marché 5G en France en visant 15 milliards d’euros de chiffre d’affaires à horizon 2025. Financée par le plan France Relance et par le 4ème Programme d’investissements d’avenir, l’objectif est de positionner la France sur un marché essentiel pour l’autonomie stratégique, la maîtrise et la sécurité des infrastructures de télécommunication. La Stratégie d’accélération repose sur quatre axes : le soutien au développement des usages 5G au profit des territoires et de l’industrie, le développement de solutions françaises sur les réseaux télécoms, la consolidation des forces de recherche et développement sur les futures technologies de réseaux et le renforcement de l’offre de formation.
L’événement du 2 décembre 2021 a également permis de présenter les résultats de l’Observatoire 5G réalisé par le Comité stratégique de filière (CSF) « Infrastructures numériques » et la Direction Générale des Entreprises. Cette étude s’inscrit dans le cadre de la Stratégie d’accélération et dans le cadre des travaux que mène le Comité stratégique de filière (CSF) « Infrastructures numériques » avec l’Etat. L’étude a pour objectifs de cadrer le périmètre des acteurs de l’écosystème 5G en France, évaluer l’impact économique de la 5G pour l’économie en France, à la fois en termes de chiffre d’affaires et d’emplois en distinguant : les impacts directs pour le secteur des Infrastructures Numériques, les impacts sur les principaux marchés d’application de la 5G, notamment la santé, l’industrie, le transport, l’agriculture et les secteurs de l’eau et de l’énergie. L’étude a été construite sur la base de données publiques, d’études sectorielles sur l’écosystème télécom en France ainsi qu’à partir de la base de connaissance d’Arthur D. Little. Elle s’appuie également sur un questionnaire rempli par les membres des fédérations portant sur l’écosystème 5G en France réalisé spécifiquement pour cette étude, complété par des entretiens avec des professionnels du secteur. Il établit un dimensionnement des impacts directs de la 5G sur l’écosystème d’acteurs en France en termes de chiffre d’affaires et d’emplois au travers d’estimations et d’hypothèses appliquées sur les indicateurs d’ensemble du secteur. L’étude permet de cadrer l’impact de la 5G sur les acteurs économiques de l’écosystème télécom en France. Elle n’a pas vocation à fournir un dimensionnement précis, et n’évalue pas les impacts macroéconomiques indirects de la 5G sur l’économie française.
Nicolas Guérin, Président du CSF « Infrastructures numériques » : « Je salue la publication des résultats de la Stratégie d’accélération 5G et de l’Observatoire 5G et remercie le Gouvernement pour son engagement aux côtés de notre Comité Stratégique de Filière (CSF) « Infrastructures numériques ». Le travail considérable qui a été réalisé permet d’identifier les potentialités de développement de la 5G pour la filière. L’Observatoire 5G montre que la 5G est déjà bien en place : elle génère près de 2 milliards d’euros de chiffre d’affaires en 2020, et mobilise 250 entreprises dont 180 françaises qui emploient 6 000 à 8 000 personnes. Ces chiffres ne vont pas cesser de croitre, avec près de 100 000 emplois qui pourraient directement être concernés directement ou indirectement par la 5G en France. L’écosystème 5G français va se développer : porté par des investissements annuels de 1,5 à 2,2 milliards d’euros en moyenne, il pourra générer entre 23 et 28 milliards d’euros de chiffre d’affaires d’ici 2027. »
À propos du CSF Infrastructures numériques :
Le 22 novembre 2018, le Conseil national de l’industrie a labellisé le Comité Stratégique de Filière « Infrastructures numériques » (« CSF »). Le Comité a identifié quatre projets structurants, dont les feuilles de route sont détaillées dans le contrat de filière. Tous font l’objet d’engagements réciproques industrie/État. La signature du contrat par l’industrie, les organisations syndicales, Régions de France et le Gouvernement en décembre 2019 a constitué un moment fort pour cette filière qui est un maillon essentiel de la numérisation de notre pays et dont le potentiel économique est considérable.
La filière des infrastructures numériques rassemble les fabricants de composants et d’équipements réseaux, les opérateurs d’infrastructures fixe et mobile et de services de communications électroniques, les fabricants de matériels et câbles de communication/très haut débit et les industriels des réseaux d’initiative publique. Enfin, elle peut compter sur de nombreux centres de recherche et pôles de compétitivité pour favoriser son essor économique et développer les activités de R&D [Recherche et Développement].
