« Les négociations avancent à un meilleur rythme qu’avant l’été », estime une source parlementaire, alors que les rapporteurs prévoient une réunion politique sur le règlement chaque semaine en septembre.

En ligne de mire : un possible passage en plénière aux alentours de novembre. Le 30 août, les eurodéputés menés par Javier Zarzalejos (PPE) se sont entendus sur le fond d’un premier lot de compromis, dont le détail n’est pas entièrement fixé. Il porte essentiellement sur la vérification de l’âge (avec la suppression de « l’évaluation » de l’âge des utilisateurs dans l’analyse de risque) et sur les mesures d’atténuation des risques des services en ligne. D’autres lots de compromis ont été présentés fin août (art. 3, art. 6, art. 7, art. 8 à 11), sans accord lors des réunions politiques qui ont suivi.

La réunion politique de la semaine dernière, le 5 septembre, a surtout permis de resituer la position de chaque groupe sur les injonctions de détection (art. 7). Après le retour sceptique du service juridique sur les injonctions de détection volontaire (qu’une autorité pourrait imposer à un service en ligne), des rédactions alternatives ajoutant des conditions à ces injonctions ont été présentées. Le service juridique doit désormais les examiner. La prochaine réunion politique est prévue jeudi 14 septembre.
